I think Dell's new Mini 9 running Ubuntu Linux might be a good start. It is inexpensive, you can plug an external DVD drive into it, and it "kid sized". http://www.dell.com/content/products/productdetails.aspx/laptop-inspiron-9

The main feature I'd want in a kids computer is spill-proof keyboards and mice. Regarding the color, my kids seem to like one that looks "like daddy's".
Surely you could give them access to your PC so long as they don't have "administrator" access, tho. At 3 my kid knew how to find his own account and log in with his one-character at the time password; so he couldn't destroy any of my information.

I'm still waiting for a $300, 12" screen, sealed laptop. That would do nice for kids too.

This makes a lot of sense. Something like an OLPC, maybe?
