Well it is and it isn't implemented. Yes the new XPS systems do have 8GB of RAM available but the idea poster also mentioned Project Sputnik which has not be released yet. You can see this idea about the XPS 13's RAM is marked as Implemented.
I agree as well! I bet it doesn't really cost much to add a 8 GB RAM stick instead of the 4 GB. The price for the RAM had gone down so it should be easy and cheap to upgrade.
This would lead to more multitasking and I somewhat heard that it will make your battery life slightly longer. The best about 8GB RAM makes it more future proof.
I think this should apply to all Ultrabooks including the XPS 13 and XPS 12 Duo.
