Computer education must be cheaper to avoid computer illetaracy

Greetings,

My name is Suniel Rampadarath from SURINAME and I want to say that computer education in e-learning must be broaden it way and becoming e-learning certifiied on a certain field of ICT mustn't be an obstacle in today's world. In third world countries, becoming certified is a heavy and costly obstacle for a person to become certified. Can a person that who wants to be certified not BECOME CERTIFIED if he cannot because he must pay US$2500-US$3000,- for a certain certification ?.

    My suggestion to Dell is to create ways to have the opportunity to certify in a way to pay monthly payments for certifications.
    and to have flexible and possibilities to get ICT education.
