Optimize hardware costs for development that can be reasonably done on a laptop.

First priority is hardware that is easily supported with good drivers(particulary wifi, and graphics card drivers). How many hours have I lost to thumb driving packages to a laptop to try and get the wifi working.

6GB RAM to support some virtualization
Dual or Quad Core Cpu
SSD 64GB-128GB(If you're running large databases you should be on a desktop, dvd movies aren't necessary for development...)
Don't need a crazy graphics card, something that can support the laptop screen and another HD monitor is fine.  This is not a gaming laptop.
A matte screen is a must
I agree with the other commenter(s) that said skip the speakers or keep them minimal.

+1 to more RAM and matte screen

The XPS13 currently has options for an i5 and i7 which are both dual core HT models. Also, it ships with a 128GB or 256GB SSD, and a dedicated Intel HD 3000 gpu which can drive a second display up to 2550x1600 on the Intel HD 3000.
