Having cell phones in the workplace may not be bad, depending on the employer. Allowing calls to a minimum, in case the family member need to contact you.
Texting is also allowed in some companies.
Wearing headphones in the place of hearing protection is not permissable. The employee cannot hear with the music playing loud and cannot hear past the loud machinery. If they cannot hear you, then how are they to hear the machinery starting.
Computers allowed ONLY if being used for company business.

From my experience of seeing others using devices in a noisy environment, I can say some texting may be allowed. Trying to may phone calls is not a very good idea but I can see this allowed if a family member is trying to contact their parents.pudgyone
Using mp3 players and using the headphones as a replacement for hearing protection is defeating the purpose of hearing protection. I have seen employees have the music so loud that you could not even talk to them, standing next to them.
Computers/cell phones to surf the web is uncalled for unless it is for company business.
Just like using a cell phone while driving should not be allowed unless it's hands-free. I have see people run lights, almost cause accidents, etc. Texting while driving should also not be allowed.
