I agree that Most of the time, Consumers have pre-decided about the specification what they need by talking to the friends and family,Reading the Reviews. But still sometimes as a user we all will be in dilemma when we start looking at the products. One thing we can do is, Put up some simple set of question and options to identify who the person is, and what he/she is looking for and then suggest some products when the consumer is in dilemma, This must be happening in Large Scale Business, It can be simplified and put that in consumer business to do a automated consultation in much fashioned manner.  

For Example: 
Lets say, It can be named as DELL's auto product suggestion

Just a simple example for better understanding

Who are you or it can be asked as what's your profession

• Engineer / IT (ie, Lot of sofwares he would install, surf all the time, etc)
• Engineer / Graphics (ie, High end graphics will be used,etc)
• Doctor  (ie, Most of the time surfing, watching videos,etc)
• Accountant / Banking (ie, Reports,etc)

What you do with computer daily/mostly / Why you need a laptop

• Watching movies
• .....
• ......

Cost range can be taken into consideration
