Further to Iceman82's comment, I would support this. I've just bought a Vostro 3750 Notebook. When it's warrenty has expired, I'll remove the optical drive and fit an SSD.
Two of my other lapstops don't have an optical drive. On the odd occasion it's needed I have an external USB drive.
It's so easy to make an .iso image file of a CD/DVD and save it to the hard drive. Then mount the image when required.
Great idea. Dell is all about people being able to customise their machine before purchase. Really go all the way with this idea by being able to swap out the cd/dvd drive for an extra HDD or SSD, or extra battery slice. That would be awesome.

When it comes to thin laptops, the optical drive is not something you need. It's better to have improved cooling :)
Just keep an USB optical drive at home for installation of programs.

Really? Actually removing the option of an optical drive?Ideas like these are why the demote button should be restored. I like having an optical drive in my laptop, thank you.
What laptops are you thinking about, specifically?
