Cheaper parts to capture the 17% without computers

I would like to see the use of older technology and parts to assemble a cheaper alternative for laptop and desktop sales. In my mind this is best used for college students who cannot afford the newer more capable computers. According to the 2013 census there are still 27% of households without a computer. Let's get 2013 RAM, HD, and processors to make it more affordable for those that simply need to sift the Internet, write a paper, or draft a resume. Technology moves quickly but obsolescence moves a little slower, let's take advantage of the R&D that is already completed and sell more units to this we that need them.
