Profit margins on computer hardware are already thin, when Dell sell a Ubuntu machines there is only a limited number of accesories, extra software and services that the customer can additonally purchase. These extra purchases are where Dell and retail stores maximize their opportunity for profit.
So the only way Dell can make a decent profit on the Open/Source machine is to price them higher than equivalent Windows machine.
When someone buys a Vista machine chances are they may also buy Microsoft Office, Upgrade to a higher verison of Windows, buy a couple games, subscribe to the backup service, purchase a longer warranty with Virus subscription, buy a fancy mouse or keyboard, all of which are designed for Windows, they even make a profit by installing crapware on the Windows machine etc, etc.. The GNU/Linux machine does not contain all those oppurtunities to generate additional revenue that impacts the botttom line, because all they get to sell is a piece of hardware (the computer), Dell cannot make a profit selling Open Office, because they can't sell Open Office.
THe GNU/Linux advocates on this board seems to consistently forget that Dell is in business to make a profit for their employees and their share holders.

The Ubuntu M1330 actually cost about $50 Less than the equivalent M1330 with Windows Vista on the US site

Yeah, good luck finding a company who does not oursource portions of their business, this is not unique to Dell
