Not all seeming duplicates are ABUSE... MERGE with CAUTION

I would suggest that the author of a submission be given the opportunity to RESPOND to a MERGE request before a merge takes place.

Jervis961 suggested a MERGE REQUEST category be added, with which I agree.

I would add, however, UNLESS the MERGE REQUEST is used by the author, NOTIFY the AUTHOR of a pending merge and allow her/him to respond before performing the merge.

"The other reason I posted this one was the merge of my much earlier submission re: Linux and Education... it was merged with something that had nothing to do with it. (actually, vis a vis the current two posts, I'm not sure which thought/issue came first!)"

11/20/07		 Proof positive of my idea. I also have posted ideas that are close to being duplicates and would like to merge them. This would be a way to do it.
