Sell C521n without OS outside the US (e.g. Germany)

I want to buy the C521 without an OS preinstalled. The Dell Dimension C521 is currrently not part of the n Series in Germany so it can't be easily bought without OS. It is available as C521n in the US.

Please add this system to the n Series in all countries, especially Germany.
