If you can't offer machines without operation systems, then there should be the availability of choices of OSes. What this means if you act as if you don't understand this is that if a customer does not want to use windows on their machine, they should be able to choose a version of linux. To dell as a company, this has two instant effects. Firstly, I believe dell is currently the largest retailer of consumer computer hardware in europe, however, this position can be strengthened if it offers machines without any OS or a multitude of choices in OSes. Second, dell would be assisting users and consumers in general in excercising their right to the freedom of choice. I'm sure the Open source, Free Software and Linux communities would be happy with that.
