Umm government needs to regulate the Internet lol and this is why.

before 15 years ago, a person would have to hold up a bank to rob it. The person would only have access to a certain amount of money, mainly for mobility reasons after the escape. So if the robbery was successful, the robber might make out with 100,000 dollars worth of loot. This hardly ever happened as well, mainly 50-100 a year for this ammount and most robbers were caught.

In the year 2008, the internet has made it easy for anyone accross the earth to steal money and be basically untraceable, uncatchable or unarrestable. Instead of $100,000, the bank loss due to internet scams and intrusions is in the hundreds of millions. That is a gigantic impact and the loss can't be made up. This also impacts the worth of the dollar or any currency.

Government could step in and sector out ip clusters, make certain clusters blocked to certain financial institutions, make it more secure. Trust me, I dont' want the government controling my life, but I also dont want so punk kid from another country enjoying someone's hard earned money.
